Can venture philanthropy and social investment be brought to scale? How do they have the potential to be transformational?

Venture philanthropy and social investment are complementary, sometimes overlapping, concepts. Venture philanthropy is an approach to charitable giving that applies principles such as long-term investment and capacity-building support to the voluntary and community sector. It is a form of ‘engaged’ philanthropy. Social investment is made for the benefit of society but with the expectation of a return, financial and social, and potentially environmental.

It has been mooted that these tools can bring scale to our responses to societal needs by unlocking resources additional to traditional philanthropy. Many believe they have already shown the potential to be transformational in their ability to channel funding and commercial creativity into the third sector.
•    How should the supply side of the market help the third sector organisations to expand their impact?
•    What are the constraints of social investment and venture philanthropy?
•    How does their role relate to foundations and other grant-makers?
•    What are the limitations on the ability of third sector organisations to build a resilient capital base and to invest long term?
•    Microfinance has overcome many of the barriers to scale. Is there anything we can learn from their approaches?
•    How transforming of the third sector can venture philanthropy and social investment ultimately be?

The Regulations are accompanied by a helpful Explanatory Memorandum.
